As one of the largest humanitarian donors, Germany is committed not only to immediate relief in crisis situations but also to the prevention and long-term resolution of conflicts and disasters.

The Foreign Office follows an integrated approach that combines:

  • Humanitarian aid,
  • Development cooperation
  • Peacebuilding.

This is reflected in the concept known as the Humanitarian-Development-Peace Nexus.

National Strategy

In September 2024, the Foreign Office presented its “New Strategy for Humanitarian Assistance Abroad”, which emphasizes the need for more effective and proactive humanitarian support.

It focuses on strategically using available resources to maximize impact, particularly in heavily affected regions like Syria, Sudan, and the Sahel.

The strategy also aims to enhance crisis diplomacy to improve access to those in need and ensure adherence to international humanitarian law.

Additionally, it seeks to optimize international cooperation to better coordinate and use global resources more efficiently.

The strategy outlines a clear path to ensure that, even in a challenging environment with limited resources, Germany can continue to respond effectively to global crises.

Key Foundational Documents

The Foreign Office’s website provides an overview of essential foundational documents that guide Germany’s humanitarian assistance.

These documents establish the strategic and legal frameworks for the country's international engagement in crises and disasters.
