In a multipolar world, Africa is taking on an increasingly central role. No other continent is growing as quickly both economically and demographically. With 1.4 billion people, nearly half of whom are under the age of 18, Africa represents dynamism and future potential.

At the same time, the challenges are global in nature: climate change, pandemics, and the preservation of peace and stability all require close, collaborative partnerships.

For this reason, the German government has further developed its Africa Guidelines to lay the foundation for a new level of cooperation. The goal is to create a forward-looking and trust-based partnership built on mutual respect, willingness for dialogue, and the reconciliation of the colonial past.

These guidelines align with Germany’s National Security Strategy as well as the European Union's Africa Policy.

Four key priorities

  • Overcoming Global Challenges Together

Whether it’s the climate crisis, global health emergencies like the COVID-19 pandemic, or digitalization—these challenges can only be tackled through close cooperation with African states and organizations. The German government focuses on collaboration with the African Union, regional organizations, and multilateral forums. Areas of focus include climate protection, global health, food security, digital transformation, and regulating migration.

  • Promoting Sustainable Growth and Economic Partnerships

A prosperous Africa is also in Germany’s interest. Therefore, the German government supports the development of local value chains and promotes trade, such as through the implementation of the African Continental Free Trade Area. It also supports German businesses, especially small and medium-sized enterprises, and initiatives like the G20 Compact with Africa and the EU Global Gateway Initiative to foster sustainable growth and investment.

  • Strengthening Democracy, Education, and Innovation

Democratic structures and the respect for human rights are foundational to stable societies. Germany is therefore increasing its efforts to build democratic resilience, promote media freedom, and combat disinformation. The expansion of educational and research cooperation, for example through scholarships and intercultural exchange, is also a priority to foster innovation and strengthen civil society.

  • Ensuring Peace, Security, and Stability

Peace and stability on the African continent are of central importance to Germany as well. The German government is working closely with African partners to prevent and resolve conflicts. The goal is to empower African countries and organizations to better ensure security and stability on their own.

Through these measures, the German government is aiming for a close, strategic partnership with Africa. Only by acting together can we overcome global challenges and shape a sustainable future—for Africa, Germany, and the world.
